A vigilante task force is formed to unburden the city of crime. This task force is dethroned by Ricco, a ruthless ganglord, and becomes an above-the-law cartel monopolizing crimes such as gambling, prostitution and drugs.
A defense lawyer, who witnesses the murder of a federal informant by Ricco's hit squad, is caught in the middle as he attempts to rescue a beautiful young woman from two of Ricco's vicious hit men.
In order to survive certain death, he is forced to turn to the only person he could trust, his cousin, Joseph Thompson, an up and coming crime boss. the two of them must utilize cunning tactics to elude the arcane leader Ricco and several high ranking officials affiliated of this crime cartel. They must uncover the crime boss's secrets and expose him to the world before Ricco's hit squad takes them out.
